Should the city use federal funds to build a bike boulevard on the northeastern edge of downtown? That’s one of the big questions the city’s elected officials and administrators will answer this week.

The City Council will consider the bike boulevard proposal during the public hearing segment of its meeting tonight at City Hall. The boulevard would be located on Windsor and Ash street, between Tenth and Ann streets. The project would eliminate left turns to and from College Avenue and include a pedestrian safety island in the middle of College at the intersection with Windsor on the east side and Ash on the west side. It’s a pilot project, which means if it’s popular, the city may add more bike boulevards.

The Council also will vote on the Tiger Hotel redevelopment agreement that uses a property tax break known as Tax Increment Financing, or TIF. The council voted 7-0 in July to approve the concept, and the decision tonight deals with the specific terms of the agreement. At the end of the agenda is a report on the job description for a new sustainability director that fits the requirements to get federal Department of Energy funding for the position. Also this week, the city’s airport advisory committee will vote on the airport master plan, which calls for the extension of runways and other improvements spread over the next 20 years. And the city’s Historic Preservation Commission meets Tuesday night to consider nominations for notable properties for 2010, and the Planning and Zoning Commission meets Thursday night. The P&Z agenda includes a public hearing on a request by Richland Road Properties to annex more than 270 acres on the south side of Richland Road and establish city zoning.
